Considering he recognizes God as a woman in this song, maybe it's a way of her saying she's distancing herself from them. As if she's ashamed or disappointed in them?

Or perhaps Jack is one of the illegitimate children, and he is being cast into the Lazaretto.
Throughout his songs there is an interesting narrative playing out between Jack and his mother/mother figures.
