Perhaps a solution of glycerin in isopropyl alcohol (methanol), so it's not too viscous. (And with food coloring added as desired.) Glycerin will be less likely to leak than water; it's antiseptic so it's less likely to grow the kind of microorganisms that thrive in water; and it's more temperature stable than water, too. It's often used as a liquid fill for toys, gauges, kaleidoscope cells and other things.(Sometimes in liquid-filled compasses too; although mineral oil is more common there.)
Try to make sure that whatever fill liquid you use is unlikely to dissolve vinyl acetate, of course. I doubt that glycerin would do that, since it's a common ingredient in shampoos and other liquids that are stored in plastic bottles. If you do mix it with methanol, make sure there are no leaks, or else the alcohol will evaporate.

But silicone oil can be expensive, messy, and hard to remove from plastic; and the food coloring would probably not dissolve in it either.

There's also mineral oil, but it's toxic if ingested and it would be messy if it leaked. It also dissolves some plastics, not sure about vinyl.

I think those are the four main clear liquids that are used for liquid fillers:
glycerin, propylene glycol, mineral oil, and silicone oil.
(There's also ethylene glycol, but it's highly toxic. Used in antifreeze.)
