Maybe it's just me, but the rules of this contest seem as baffling as the Rosetta Stone. :?

Yeah, how does this work? Do you need to reply to their hint? What do you need to include? Is it random, is it the first person to post it wins? Now that the cats out of the bag that the locations are centered around the billboards (knowing that they stipulated you must wait until the clue is posted) if I find the one in NYC I can just wait until the clue goes up and post it? If I sing my entry do I win?

Ahh.
After reading the official rules I know why you sang your entry.
Beginning on or around December 6, 2016, a team of judges composed of Sponsor employees will select one (1) Grand Prize Winner and six (6) Runner-up Winners (together with the Grand Prize Winner, the “Winners” and each individually a “Winner”) by ranking the Submission Materials on the basis of the following criteria: originality of the Reply (25%); creativity of the Reply (25%); overall entertaining quality of the Reply (25%); and overall artistic quality of the Reply (25%) (collectively, the “Judging Criteria”). The Winners shall be the individuals who submitted the Submission Materials with the highest overall scores. In the event of a tie between or among Submission Materials, an additional judge will re-evaluate the tied Submission Materials by applying the Judging Criteria to select the Winners. The decision of the judges shall be final and binding in all regards.
