We heard a rumor that they were being passed out at the Tigers game last Tuesday, but saw no sign of them at the stadium.

Story seems to come from Esquire based on my search (and the watermark on the pic) and I don't have access to the site from work.

They'd definitely need permission from Topps if they throw it in with a single

Maybe Topps is actually printing these for them? Doubt they would use the Topps layout and logo if they didn't have permission.
