If I were a bettin' man, it seems like some sort of mythical beast - and perhaps one from Canadian "folklore"??

I would have to say the "mystery beast" is a characature of the lion which appears in the Canadian Coat of Arms and in many of the provincial coat of arms as well. http://www.crwflags.com/FOTW/flags/ca-arms.html

The Fleur de lis and crown in 3 and 6 are also images from the Canadian Coat of Arms (Fleur is also in Quebec coat and provincial flag). The lion is also featured in several of the Atlantic provinces flags.
