I believe that is a divider to know how many records are in the stack. Looks metal instead of marbled vinyl. If you look at the sleeve, you can see the outline of the actual record in the sleeve.

Looks like there's one in the other stack as well, about a third of the way down from the top.

I think it is Wanda Jackson LP. Just a guess.
